Lithuania is a democratic parliamentary republic with several characteristics of a semi-presidential republic. In other words, the parliament known as Seimas is the most powerful institution, with the government chosen by the parliament. When Seimas members are elected, 70 seats are elected by proportional representation related to Italian system. But the other 71 seats remained are elected in separate constituencies just like in US or British parliament.

Lithuania’s President is directly elected for a five-year term and represents a moral authority. The popularity of the President never drops below 50%, perhaps because he or she has very little real power. On the other hand, the government and parliament are always unpopular and they are blamed every time when shortcomings occur. The President – Dalia Grybauskaite serves as the president of Lithuania since July 2009, but she also won the reelection bid in 2014 – is first responsible of appointing the Prime Minister – currently served by Algirdas Butkevicius.

The Council of Ministers – with 13 ministries – is also appointed by the President, under the recommendation of the Prime Minister. The judges for all courts and other top civil servants are chosen in the same way, by the President and after the nominalization and recommendations of the Prime Minister. Because the Presidents serves as a commander-in-chief, he/she can oversee foreign and security policy. Political issues of foreign and domestic affairs can be addressed by the President, who can also proclaim state of emergency and consider the laws adopted by the parliament.

The head of government of the country is the Prime Minister of Lithuania. In only 15 weeks after being appointed, the Prime Minister has the duty to nominalize the 13 Ministers that will need to be approved by the President. Homeland security is maintained by the Prime Minister, who is actually in charge with the affairs of Lithuania. The laws and resolutions of the Seimas are carried out by him, as well as the decrees of the President. Furthermore, the diplomatic relations with international organizations and foreign countries are maintained by the Prime Minister.

Each one of the 13 Ministers is responsible for their own Ministry of the Lithuanian government. They give reports on the Ministry whenever they are directed to. In case when the Prime Minister dies or resigns, a new government will be appointed by the new leader, who will have to fill the position as soon as possible.

Lithuania is divided into 10 counties, known as apskritis – for singular and apskritys –f or plural. These counties are subdivided into 60 municipalities that are referred to as savivaldybe – for singular and savivaldybes – for plural and they consists of over 500 elderships – seniunija or seniunijas.
